In 2004, the Cosmetic Products (Good Industrial Practice) Regulations were voted and entered into force by a decision of the Council of Ministers on 30/06/2006.
According to the above Regulations, the total or partial manufacturing of cosmetic products is only permitted after the issuance of a manufacturing authorisation by the Cosmetics Council. The Cosmetics Council issues the manufacturing authorisation only if specific criteria are satisfied, following an inspection carried out by inspectors of the Pharmaceutical Services and a positive recommendation to the Cosmetics Council.
Based on the above Regulations, all Cosmetics Manufacturers in Cyprus are obliged to submit a relevant application for issuance of a Manufacturing License.
The manufacturing licence is valid for 5 years and is renewed after an application from the licence holder, which must be submitted to the Cosmetics Council at least 3 months before its expiration.
