Preparation of the Ministry of Health for the Cyprus Presidency of the Council of the European Union
The preparatory actions regarding the Cyprus Presidency of the Council of the EU during the second semester of 2012 are under the general coordination of the Cyprus Presidency Secretariat of the Council of the EU and in close collaboration with the Departments / Services of the Ministry of Health.
Trio Presidency Countries Meetings (PL-DK-CY)
Within the framework of collaboration with the other two countries of the Trio Presidency (Poland - Denmark - Cyprus), meetings are held both in Cyprus and in the other two countries.
Meetings with the European Commission and other institutions of the European Union
Meetings with various departments of the European Commission are conducted by Officers of the Ministry’s Departments/ Services involved in Cyprus Presidency issues, as well as by ECS.
Meetings with representatives of the World Health Organization
The Ministry of Health, within the framework of the preparation for the Presidency, had conducted and will continue conducting several meetings with the Regional Office of the World Health Organization for Europe.
Calendar of Events of the Ministry of Health during the Cyprus Presidency
ECS in close collaboration with the Departments and Services of the Ministry of Health and the Cyprus Presidency Secretariat has coordinated and proceeded with the printing of the Calendar of Events of the Ministry of Health which includes Conferences, the Informal Meeting of Ministers of Health and expert meetings organized in Cyprus during the Cyprus Presidency, as approved by the Cyprus Presidency Secretariat and the Ministerial Council. At the same time, the Calendar includes the meetings organized at the level of the Council Working Parties, including the Council of the Ministers of Health of the EU.
Inherited Agenda
The Inherited Agenda has been prepared and updated at regular intervals on the issues dealt during the Cyprus Presidency, based on the available Work Plan of the European Commission in the area of Health and in close collaboration with the Permanent Representation of the Republic of Cyprus to the EU and the involved Departments of the Ministry of Health.
Strategic Priorities of the Ministry of Health for health related Issues
The investigation process of the possible priorities of the Ministry of Health for the Presidency in health related issues has started in 2010, in collaboration with the Departments of the Ministry of Health and the Cyprus Presidency Secretariat. Eventually, by the end of 2010, the priorities have reached to their preliminary form.
Training of Personnel involved in the Cyprus Presidency Issues
The training of personnel involved in EU affairs was one of the main preparatory actions taken by the Ministry of Health for the purpose of the Cyprus Presidency of the Council of the EU. The Ministry of Health participated in the specific training course that was conducted by the Cyprus Academy of Public Administration in collaboration with the Cyprus Presidency Secretariat. In addition, the European Coordination Sector (ECS), in collaboration with the focal points of the Ministry’s Departments responsible for EU matters, organized lectures addressed to all Departments and Services regarding the functioning of EU Institutions, the responsibilities of the Ministry of Health and ways for effective cooperation with the Permanent Representation of Cyprus to the EU in light of the Cyprus Presidency of the Council of the EU. Staff training was also supported by the General Secretariat of the Council of the EU and the European Commission.
Coordination and cooperation with other Ministries
The ECS is in close cooperation and coordination with other agencies / organizations and Ministries on horizontal issues of shared competence, which are being discussed during the Cyprus Presidency, aiming at networking and the unified and effective presidency of the relevant Council Working Parties.
Chairpersons/ National Representatives
The Chairpersons of the Working Parties under the responsibility of the Ministry of Health have been assigned. Also, Chairpersons were assigned for the coordination meetings related to the participation of the European Union to the 5th International Meeting of the Conference of the Parties on the Framework Convention on Tobacco Control of the World Health Organization (WHO, CoP5 FCTC) to be held in the Republic of Korea in November 2012 and the meeting of the Regional Committee for Europe of the World Health Organization, in Malta in September 2012.
