Pharmaceutical Services


The Cosmetics Department of the Pharmaceutical Services is responsible for the regulation of Cosmetic Products on the Cyprus market.

On the 11th of July 2013, the European Regulation on Cosmetic Products 1223/2009 EC, entered into force. The Regulation establishes rules to be complied with by any cosmetic product made available on the market, in order to ensure the functioning of the internal market and a high level of protection of human health.

Furthermore, in 2017 the Cosmetic Products Law N57(I)/2017, entered into force which includes National Provisions regarding the marketing and regulation of Cosmetics Products on the Cyprus market.

Therefore, all cosmetic products on the Cyprus market must comply with the provisions of the European Regulation and National Legislation.

In accordance with the Cosmetic Products Law of 2017, the Cosmetics Council has been established which is the Competent Authority for the regulation of the circulation of cosmetic products in Cyprus.

The main responsibility of the Cosmetics Council is the issuance of the Manufacturing Authorisations of Cosmetic Products in Cyprus. Furthermore, the Council has an advisory role to the Minister of Health, for matters concerning cosmetic products.

The Cosmetics Department of the Pharmaceutical Services, provides secretarial and administrative support to the Cosmetics Council.
