Pharmaceutical Services


When importing cosmetic products from third countries, a company/person, has the following obligations:

i. In the case where Cyprus is the first country where the product is placed on the market in the EU, the importer shall be the Responsible person and must:


    1. Notify all the cosmetic products which are imported through the CPNP (Cosmetic Products Notification Portal).

    2. Keep a Product Information File for each product at the Responsible Person’s address mentioned on the labelling of the products.

    3. Ensure the labelling of the products is in accordance with European and National provisions.

    4. Send a Notification letter to Pharmaceutical Services (c/o Cosmetics Department) with reference to the products, the CPNP reference numbers, the address where the Product Information File (PIF) will be kept and where the products will be placed. (e.g. supermarkets, pharmacies, beauty shops).

    5. Ensure compliance with all the National and European Provisions


ii. In the case where the products are already marketed in another Member State and another EU Responsible person has been assigned:

    1. Ensure that the products are Notified through the CPNP by the Responsible Person.

    2. Ensure that a Product Information File is kept for each product at the Responsible Person’s address mentioned on the labelling of the products.

    3. Ensure the product labelling is in accordance with European and National provisions.

    4. Send a Notification letter to Pharmaceutical Services (c/o Cosmetics Department) with reference to the products, the CPNP reference numbers, the address where the Product Information File (PIF) is kept and where the products will be placed. (e.g. supermarkets, pharmacies, beauty shops).

    5. Ensure compliance with all the National and European Provisions
