This sector controls all the procedures relating to the trading of these substances in accordance with the Narcotic Drugs and Psychotropic Substances Law 1977, United Nations Convention on Narcotic Drugs 1961, the United Nations Convention on Psychotropic Drugs 1971 and the 1988 United Nations Convention against Illicit Trafficking in Narcotic Drugs and Psychotropic Substances.

Drug precursors are substances which are used legally in a wide range of industrial and pharmaceutical manufacturing uses but can also be used in the illegal manufacture of narcotics and psychotropic substances. To prevent the illicit use of these substances the following Regulations have been established:
    · 111/2005 / EC governing the trade in precursor drugs between the EU and third countries, and
    · 273/2004 / EC which monitors the trade of precursors within the EU.

The scheduled precursors are defined in the Annexes to the above regulations and are divided into 4 categories.
